STRATEGIC PLANNING DIVISION

The Strategic Planning Division (SPD), a division of the Defense Spectrum Organization (DSO), is responsible for developing comprehensive and integrated spectrum planning data along with long-term strategies for Department of Defense (DOD) spectrum access. SPD assists the Office of the DOD Chief Information Officer (Spectrum Policy and International Engagements) in spectrum management policy, strategic planning, engineering and analyses, and oversight to ensure continued access to spectrum resources for all DOD missions through its three subcomponents; the Regulatory and Strategic Initiatives Branch, the Advanced Access Initiatives Branch and the Spectrum Reallocation Branch.  The Regulatory and Strategic Initiatives Branch leads DISA’s efforts in international and national spectrum and satellite coordination.  The Advanced Access Initiatives Branch evaluates new, spectrum-efficient technologies for potential application in meeting the increasing demand for additional spectrum.  The Spectrum Reallocation Branch provides the overarching capabilities and engineering analyses required to implement the DOD’s Transition Plan for Advanced Wireless Services-3 (AWS-3). SPD’s primary objective is to maximize global spectrum access for U.S. forces - both now and for the future.

STRATEGIC PLANNING OFFICE RESPONSIBILITIES

Regulatory and Strategic Initiatives Branch

  • DOD focal point for development of a framework for integrated planning and support of long-term strategies that promote a national spectrum plan
    • Revise the DOD Electromagnetic Spectrum Management Strategic Plan, the associated Roadmap and Implementation Plan, and the Defense Spectrum Management Architecture (DSMA) to reflect progress and changes
  • Perform spectrum management and engineering analyses to support national spectrum reallocation initiatives including the 10-year plan for spectrum reallocation
  • Provide coordination and execution of solutions for DOD and joint spectrum issues
  • Develop efficient spectrum management processes using advanced technology and techniques
  • Represent DOD interests at national spectrum management forums
  • Oversee and conduct engineering analyses and studies supporting DOD domestic and international spectrum use
  • Identify and monitor DOD spectrum access risk
  • Monitor and support analysis of pending legislation affecting federal spectrum access
  • Lead all World Radiocommunication Conference (WRC) preparatory activities for the DOD including development and coordination of DOD positions for all WRC agenda items
  • Lead the DOD satellite registration/coordination process to ensure access to orbital slots for the DOD, and mitigate electromagnetic interference to DOD satellites
  • Represent DOD interests at bilateral satellite coordination meetings
  • Oversee analyses and studies supporting DOD spectrum use
  • Support international spectrum outreach

Advanced Access Initiatives Branch

  • Execute an effective outreach and engagement program with government, industry and academia
  • Support actions to identify, develop and implement capabilities that improve DOD spectrum usage in a congested and contested environment
  • Support actions to identify, develop, and implement Joint Electromagnetic Spectrum Operations (JEMSO) capabilities to manage and control the electromagnetic spectrum (EMS)
  • Identify and monitor technologies that impact DOD access to spectrum
  • Provide timely strategic guidance and recommendations to the leadership of DISA, the Services, and the Agencies
  • Assess R&D portfolios across the DOD to identify spectrum access gaps and redundancies

AWS-3 Spectrum Reallocation Branch

  • Develop and operate a 1755-1780 MHz Early Entry Portal (EEP) to support licensee use of the band during the transition of DOD systems from the band
  • Transition this Portal to the NTIA for general Federal use in the long-term
  • Develop and utilize capabilities to compress DOD operations from the 1755-1780 MHz band into the 1780-1850 MHz band and optimize frequency use in the 2025-2110 MHz band
  • Develop and operate a 2025-2110 MHz spectrum management/coordination system to be used by commercial incumbents and the DOD to facilitate sharing the band
  • Oversee DSO activities being conducted under the DISA AWS-3 Transition Plan

SPD Major Accomplishments

The DSO supports the DOD Spectrum Access Research and Development Program (SAR&DP). ​The SAR&DP is an important component of the AWS-3 auction risk reduction effort and a key strategic initiative under Goal 1 of the DOD Electromagnetic Spectrum Strategy associated with spectrum technology R&D.  One of the fundamental tenants of the strategy is the development of new and innovative methods for sharing spectrum or reducing DOD’s overall spectrum footprint. The SAR&DP was created to help identify and foster the development of these new technologies and supports the Federal government’s efforts to identify and make available an additional 500 MHz of spectrum for wireless broadband as called for in a 2010 Presidential memorandum.​​

SAR&DP portfolios consist of four types of projects:

  • Technology development
  • Technology demonstrations with user involvement
  • Technology/concept of operations (CONOPS)/tactics, techniques and procedures experimentation with user involvement
  • Technology analysis to inform policy and requirements

On 2 Nov 2015, DSO and SPD stood up the AWS-3 Early Entry Portal (EEP).  The EEP provides a single location for AWS-3 licensees to submit coordination requests (CRs) to DOD, Department of Justice (DOJ) and Department of Interior (DOI) for early entry into the 1755-1780 MHz band.  The EEP Analysis Capability was developed to evaluate DOD requests and the Engineering Analysis Cell was established to support EEP activities.  SPD, in conjunction with the Service Spectrum Management Offices (SMO’s), conducts analyses of the DOD CRs and provides responses back to the licensees via the EEP.  This effort is complemented by the Spectrum Sharing Test and Demonstration Program (SSTD), a research and engineering initiative that provides refinements to the portal and analytical tools.

SPD architects and engineers, working collaboratively with the Joint Spectrum Center tools developers and operators are supporting DOD’s development of JEMSO doctrine, architectures, and CONOPS. They are also supporting DOD CIO with attending policy.

SPD engineers and regulatory experts are working with CIO, the Services, the Federal Regulator and industry to seek sharing solutions in a variety of bands that goes beyond the traditional “exclusion zone” approach.

The DSO is active in standards related bodies, including the Institute of Electrical and Electronics Engineers, the 3rd Generation Partnership Project, and other wireless groups. DSO collaborates with the National Telecommunication and Information Administration on efforts to change policy/regulations at the National level. The DSO has partnered with the Service Laboratories to develop Science and Technology Roadmaps that will produce next generation capabilities for electromagnetic battle management.
DSO works with the operational and acquisition communities to develop and implement solutions for emerging spectrum technologies that include enabling technologies, policies, and operational concepts.  Our work efforts have been incorporated into DOD policy statements pertaining to spectrum efficiency, requirements for advanced web-based spectrum management services, and concepts for spectrum operations transformation and electromagnetic battle management. 

The DSO worked with the Service Frequency Management Offices to create the DOD Dynamic Spectrum Access (DSA) Spectrum Management Roadmap to:

  • Provide a description of the various components that comprise DSA.
  • Provide a framework that will help guide the systematic planning of DSA capability development across DOD.
  • Facilitate the effective communication and collaboration between DSA stakeholders. We have developed architectures, taxonomies, and business processes for tomorrow's DSA enabled policy based spectrum management paradigm.
