Global Electromagnetic Spectrum Information System (GEMSIS) is the Joint program of record that will transform spectrum operations from a pre-planned and static frequency assignment process into a dynamic, responsive, and agile capability. The GEMSIS Program Management Office (PMO) will deliver capabilities through an evolutionary incremental acquisition approach. GEMSIS increments will provide spectrum management capabilities to further enhance the ease of use, efficiency, and effectiveness of spectrum management. The GEMSIS PMO will federate future capabilities and services through a net-centric services concept. This action enables the transformation of the current stove-piped spectrum management capabilities to an autonomous and adaptive environment that accelerates the Warfighter's ability to effectively and efficiently manage the electromagnetic battlespace.
GEMSIS follow on increments will provide spectrum management capabilities to further enhance the ease of use, efficiency and effectiveness of spectrum management.

Value to Our Mission Partners
GEMSIS will transform the DoD spectrum management operations by providing Joint, dynamic, responsive, and agile enterprise services and capabilities in support of Warfighter needs and requirements. GEMSIS will advance the operational value proposition and solidify GEMSIS as the spectrum solution provider for the DoD. GEMSIS will continue to develop a dynamic, effective and efficient organization responsive to the DoD and Warfighter needs and requirements.
DISA provides tailored "fee for service" engineering support and guidance to enable the DoD, the Military Services, and other U.S. Government entities to proactively plan, design, acquire, and operate spectrum-dependent systems compatibly in their intended electromagnetic environment. In accordance with the provisions of the Telecommunications Act of 1996 and DoD guidance, DISA also provides spectrum support to commercial wireless service providers who wish to locate their systems on Federal property.
