Stepstone supports the DOD's equipment spectrum certification process. It provides tools for the services, combatant commands (CCMDs) and industry to create, validate, process, and approve spectrum certification requests. This includes a supportability editor, compliance checks to assure data quality, collaboration and workflow capabilities, and certification process metrics. It also provides a centralized database of supportability information for the services and CCMDs.

DOD Instruction 4650.01, Policy and Procedures for Management and Use of the Electromagnetic Spectrum, requires that DOD components obtain certification of spectrum support for all spectrum-dependent systems prior to authorization to operate for experimental testing, developmental testing, or operations. This certification assures DOD spectrum-dependent equipment has radio frequencies available when needed (i.e., equipment can be turned on). Stepstone supports this process with tools to collect, manage, process, and share supportability information. These tools reduce the duration and labor intensiveness of the supportability process, enabling spectrum-dependent equipment to reach the warfighter more quickly. Stepstone and its Standard Spectrum Resource Format (SSRF)-compliant tools also enable data reuse and data quality improvements, which are expected to increase DOD spectrum efficiencies. These efficiencies will increase warfighter capabilities.
